Colorado State law requires that anyone planning to dig or excavate contact the Utility Notification Center of Colorado (UNCC) toll-free at 8-1-1 or 800-922-1987 prior to commencing. UNCC will inform you of which utilities have buried facilities in your area and will directly contact most of these utilities (Tier One members) for you resulting in a field locate to prevent facility damage and/or personal injury. In addition, they will also inform you of other utilities in your area who you are required to contact yourself (Tier Two members) -- East Larimer County Water District (ELCO) is a Tier Two member of UNCC. In many cases a brief telephone call to the ELCO offices at 970-493-2044 will allow us to determine over the phone whether a field locate is actually needed for your planned activity.
In a related matter, please note that ELCO is responsible for your individual water service line only from the water main to the point of either the meter pit or curb stop valve. This point is usually located very near the property line. As ELCO is not involved in the installation of the water service beyond this point to the structure we have no record of the exact alignment of this side of the installation. For this reason it is District policy that the location and maintenance of the service line from the meter pit or curb stop valve to the structure is the sole responsibility of the property owner.
