Board Members

Loren R. Maxey

Chairman of the Board of Directors and President of the District (2000-2012)

Loren Maxey has been a District tap holder since 1963 when ELCO was established. He and wife Kathy currently own three taps and have business property interests in several more. They live at 1101 Clark Street in Northeast Ft. Collins.

Loren and wife Kathy are now retired from Maxey Companies which they founded in 1969. The companies consist of three divisions: Manufacturing (truck bodies, specialty trailers and snow grooming machines); Truck Equipment Sales and Trailer Repair; and Max-Air Trailer Sales. All are located in East Ft. Collins and are overseen by their son, Carl, the General Manager.

Loren is still involved in a hay, pasture, horses, and small cattle operation next to the downtown airpark. He also operates a farm truck during the fall harvest season.

He was a Ft. Collins city councilman from 1987-1993 and served on the Larimer County Fair Board from 1990-2005.

Currently he is also on the North Poudre Irrigation Board and the Community Airpark Association Board.

Vernon R. Sunset

Vice-Chairman of the Board of Directors and Vice-President of the District (1986-2010)

Vern Sunset, a property owner within the District since 1971, was elected to the Board of Directors in 1986. He was elected as Vice-Chairman of the Board and Vice-President of the District in February, 1990.

After completing four years in the United States Air Force, Vern received his Bachelor and Masters Degree at the University of Minnesota and Minnesota State, Mankato. The next twelve years were spent as a secondary school teacher in Minnesota.

Owner of Sunset Homes Inc. since 1971, he has developed and built residential and commercial property throughout the District and Larimer County. Vern and his wife Joanne, a Registered Nurse, live at 1512 Miramont Drive in northeast Fort Collins. Their family consists of three children and seven grandchildren.

Vern is a former member of the Larimer County Planning Commission, Larimer County Housing Task Force, Larimer MRD Task Force, and Larimer County Overall Economic Development Committee. Vern and Joanne are members of Trinity Lutheran Church

Scott T. Baker

Treasurer - Board of Directors (2000-2012)

A native of Fort Collins, Scott has lived in the District for over 20 years. Members of his family have lived in the District for over 30 years.

Scott is a graduate of Colorado State University, earning a BS in Natural Resources Conservation Education, and a MBA. Scott is a 25 year veteran of the financial services industry, and is a Certified Investment Management Analyst; Scott is currently a Wealth Management Advisor with the Global Private Client Group of Merrill Lynch.

Non-profit organizations have played a role in Scott's life over the years, serving on several boards and fund raising committees. Scott is an avid scuba diver. His part time avocation is training and certifying new scuba divers and scuba diving instructors.

J. E. (Ed) Laudick

Board of Directors (1990-2012)

Ed Laudick, a property owner within the District since 1986, was appointed to the Board in March of 1990 after the death of Charles W. Warren. Ed was elected to the Board in May of 1990.

Serving in the United States Army Security Agency from 1956-1959, Ed was in active duty in various foreign countries: Turkey, Greece, Spain, Italy, Germany, and North Africa.

Born in Hutchinson, Kansas, Ed moved to Denver in 1945 and relocated to Fort Collins in 1972. In 1973, he started Alpine Manufacturing, Inc. which did plastic molding, tool and die work, production machining and assembly work. Ed and his wife sold their business in 1998 and retired. Ed now keeps busy with grandchildren, gardening, fishing, golf and traveling. They have one child, Randy, who works for the Mt. Crested Butte Police Department.

Ed also serves as ELCO's representative on the governing Board of the Soldier Canyon Filter Plant.

Randy Siddens

Board of Directors (2006-2010)

Randy Siddens has been a resident and property owner within the ELCO Water District since 2004. He grew up on a dairy farm in south-central Illinois and completed his Bachelor's degree in mechanical engineering at the University of Illinois in 1988 and acquired a Masters degree in civil engineering from Colorado State University in 1996.

From 1988 - 1990 Randy served as a Peace Corps Volunteer in Morocco where he was a rural water supply and sanitation engineer assigned to a UNICEF project. He has continued working as an engineer in the water and wastewater industry first with the consulting firm of Camp, Dresser & McKee in Denver, which included a two year assignment with their international division in the former Yugoslavia, followed by two years with the firm Rothberg, Tamburini & Winsor in Fort Collins. He is a registered professional engineer in the State of Colorado and currently works as the District Engineer for Boxelder Sanitation District (also in Fort Collins).

Randy currently serves on the executive committee for the North Front Range Water Quality Planning Association, the board of directors for the Colorado Industrial Pretreatment Coordinators Association, and the stormwater master plan technical advisory committee for the Boxelder Creek Regional Alliance. Randy and his wife Julie, a school teacher in the Poudre School District, reside with their two children at 2327 Westview Road which is located northeast of Ft. Collins.

ELCO Director's Information

RESPONSIBILITIES OF BOARD MEMBERS

The Board of Directors of East Larimer County Water District holds regular meetings at 5:30 p.m. on the third Tuesday of each month. Special meetings and workshops are scheduled periodically throughout the year. All official business of the District is conducted at these meetings which are open and accessible to the public.

Each Director on the five-member Board serves a term of four years. The Board is governed by Title 32 of the Colorado State Statutes and the rules and regulations of the District. The Board has the authority to:

  1. Appoint, hire and retain employees, engineers and attorneys and enforce and administer the bylaws, rules and regulations of the District.
  2. Manage, control and supervise all business affairs of the District, including construction, installation, operation and maintenance of District improvements.
  3. Enter into contracts and agreements affecting the affairs of the District, including borrowing money and issuing bonds.
  4. Invest the District's monies in accordance with State law.
  5. Establish fees, rates and charges for services provided by the District.

ELECTOR QUALIFICATIONS

Any person wishing to vote in an East Larimer County Water District election or run for the Board of Directors must meet the following qualifications:

  1. Must be registered to vote in general elections in the State of Colorado.
  2. Must be 18 or more years of age.
  3. And must be one of the following:
